งานสัมมนาฯ เริ่มต้นด้วยการกล่าวเปิดงานของกงสุลใหญ่ ณ เมืองปีนัง ซึ่งได้กล่าวถึงความ

 

เชื่อมโยงระหว่างไทยกับมาเลเซีย และการพัฒนาทางเศรษฐกิจที่รวดเร็ว ทำให้นักลงทุน

 

จำเป็นต้องแสวงหาโอกาสใหม่ ๆ ในการลงทุน โดยเฉพาะอย่างยิ่งเมื่อคำนึงถึงที่ตั้งของไทย

 

กับมาเลเซียที่มีพรมแดนติดกัน และมีระบบโลจิสติกส์ในการขนส่งสินค้าที่เชื่อมต่อกันแบบ

 

ไร้รอยต่อ ปัจจุบันประเทศไทยได้เปิดกว้างสำหรับนักลงทุนต่างชาติมากขึ้น โดยมีนโยบาย

 

ในการให้แรงจูงใจและสิทธิประโยชน์สำหรับการลงทุนจากต่างประเทศผ่าน BOI

 

ในช่วงการบรรยาย วิทยากรจาก BOI ได้กล่าวถึงภาพรวมการลงทุนของต่างประเทศ และการ

 

ขอรับส่งเสริมการลงทุนในประเทศไทย โดยช่วงครึ่งแรกของปี 2568 - 2569 การลงทุนใน

 

ประเทศไทยทั้งหมดมีมูลค่าเกือบ 44 พันล้านดอลลาร์สหรัฐ (เพิ่มขึ้นร้อยละ 37) โดยมีมูลค่า

 

การลงทุนจากต่างประเทศมากกว่า 40 พันล้านดอลลาร์สหรัฐ (เพิ่มขึ้นร้อยละ 80) นักลงทุน

 

ต่างชาติส่วนใหญ่ที่เข้าไปลงทุนในประเทศไทยอยู่ในสาขายานยนต์ และส่วนประกอบ

 

อิเล็กทรอนิกส์อัจฉริยะ อุตสาหกรรมชีวภาพ ดิจิทัล และศูนย์ธุรกิจระหว่างประเทศ

 

สิ่งจูงใจที่ BOI เสนอให้นักลงทุนต่างชาติจะมีทั้งรูปแบบที่เป็นภาษีและไม่ใช่ภาษี โดยจะแบ่ง

 

สาขาอุตสาหกรรมเป้าหมายออกเป็น 6 ระดับ ได่แก่ A+ A1 A2 A3 A4 และ B โดย

 

อุตสาหกรรมในกลุ่ม A+ เป็นอุตสาหกรรมต้นน้ำที่ใช้เทคโนโลยีที่ก้าวหน้าและมีนวัตกรรม

 

และอุตสาหกรรมที่ใช้เทคโนโลยี อาทิ เทคโนโลยีชีวภาพ เทคโนโลยีนาโน เทคโนโลยีวัสดุ

 

ขั้นสูง เป็นต้น โดยจะได้รับการยกเว้นภาษีเงินได้นิติบุคคลถึง 10-13 ปี และหากมีการคิดค้น

 

วิจัย จะเพิ่มระยะเวลายกเว้นภาษีได้เพิ่มอีก 1-2 ปี (รวม 14-15 ปี) ในช่วงท้ายของการสัมมนา

 

ได้เปิดโอกาสให้ผู้เข้าร่วมได้สอบถามวิทยากร โดยมีผู้สนใจสอบถามในเรื่องต่าง ๆ ได้แก่

 

ปัญหาการเข้าไปลงทุนในประเทศไทย การส่งเสริมของ BOI สำหรับอาหารฮาลาล อัตราค่า

 

จ้างขั้นต่ำในประเทศไทย การแก้ไขโครงการหลังได้รับอนุมัติจาก BOI เป็นต้น งานสัมมนาฯ

 

ได้รับความสนใจเป็นอย่างดีจากทั้งหน่วยงานภาครัฐของรัฐปีนัง และผู้ประกอบการจากรัฐปีนัง

 

และรัฐในพื้นที่มาเลเซียตอนเหนือ โดยเมื่อเสร็จสิ้นงานสัมมนา สถานกงสุลใหญ่ได้จัดเตรียม

 

อาหารว่างและขนมไทยแบบดั้งเดิมให้แก่ผู้เข้าร่วม เพื่อประชาสัมพันธ์ soft power ของไทย

The Royal Thai Consulate - General in Penang organised a seminar “Board the Train of Wealth: New Opportunities for Northern Malaysian Investment in Thailand”

On 14 September 2026, the Royal Thai Consulate - General in Penang organised

 

a seminar “ Board the Train of Wealth: New Opportunities for Northern Malaysian

 

Investment in Thailand at 10.00 - 12.00 hrs. at the function room of the Royal Thai

 

Consulate - General in Penang by having more than 60 participants attending. The

 

participants come from both government authorities and private sector, such as

 

enterpreneurs, chamber of commerce, import-export association, Chinese

 

Entrepreneur Association Penang, private schools, etc. Furthermore, the Royal Thai

 

Consulate - General in Penang was honoured to have Mr. Patarakrit Vichitbhat,

 

Senior Investment Promotion Officer, Investment Service Center, BOI, as a speaker

 

of the seminar.

 

At the beginning of the seminar, H.E. Mr. Psusist Wongsurawat, Consul - General

 

delivered a welcoming speech regarding the connectivity between Thailand and

 

Malaysia and the rapid momentum of economic development, which enables

 

investors to expedite new investment opportunities, particularly when taking into

 

consideration the proximity and seamless logistics infrastructure between the two

 

countries. Nowadays, Thailand is widely open to foreign investors by offering

 

incentives and privileges for investment in Thailand through BOI.

 

During the briefing, BOI speaker firstly stated the overall foreign direct investment

 

(FDI) and the applications in Thailand. For the 1st quarter of 2025 - 2026, total

 

investment value in Thailand reached nearly 44 billion USD (increase 37%) and

 

the FDI value surpassed 40 billion USD (increase 80%). Most foreign investors in

 

Thailand operate in automotive and parts, smart electronics, bio industry, digital,

 

and international business center.

 

BOI provides both tax and non-tax incentives for the targeted industries

 

categorized into 6 groups, namely A+, A1, A2, A3, A4 and B, among which A+,

 

consisting of upstream industries utilizing advanced technology and innovation,

 

and targeted technology development activities, such as biotechnology,

 

nanotechnology, advanced material technology, etc, could gain most incentives for

 

10-13 years corporate income tax (CIT) exemption and could gain 1 or 2 years

 

more (14-15 years) if developing R&D. At the end of the briefing, the participants

 

actively engaged in the Q&A session. The questions covered BOI incentives for

 

halal food industry, minimum wage in Thailand, project’ s revision after BOI

 

approval, etc. The seminar received great attention from Penang’s government

 

authorities and entrepreneurs from Penang and northern Malaysian territory.

 

After the completion of the seminar, the Royal Thai Consulate-General in Penang

 

also prepared traditional Thai snacks and desserts for the participants to promote

 

soft power of Thailand.
